Resource Recovery Summit 2026: Turning Circular Ambition into Action

Initiated by Envipco, the summit highlights Romania’s growing leadership in Deposit Return Systems and circular economy implementation

On 18 March 2026, Bucharest became a meeting point for some of the most influential voices shaping the future of circular economy systems. The Resource Recovery Summit 2026, initiated and co-sponsored by Envipco, brought together government leaders, industry experts, and global organizations to focus on one shared goal: making resource recovery work in practice.

Organized by the Government of Romania and the Ministry of Environment, Waters and Forests, alongside Envipco, RetuRO, and Green Revolution, the summit positioned Romania as an active contributor to the global transition toward more effective and scalable recycling systems.

 From Policy to Proof
The day opened with a clear message: circular economy strategies must move beyond frameworks and into real-world results.

High-level speakers—including Romania’s Vice Prime Minister Tánczos Barna, Minister Diana Buzoianu, and representatives from the European Commission and European Parliament—set the tone for a programme focused on implementation. Romania’s Deposit Return System (DRS) was highlighted as a working example of how policy, infrastructure, and stakeholder collaboration can align to deliver measurable outcomes.

Throughout the sessions, one idea remained consistent: systems only succeed when they are designed to be used.

A European Platform for Circular Progress
The summit attracted strong participation from across Europe, with ministers, policymakers, and institutional leaders from countries including France, Germany, Poland, and Cyprus contributing to the dialogue.

This level of engagement reinforces the summit’s role as more than a national event. It is quickly becoming a European platform for Deposit Return Systems and circular economy strategy, where countries can exchange learnings, align approaches, and accelerate progress together.

For Envipco, this reflects a broader commitment: supporting markets not only with technology, but with the knowledge-sharing and collaboration needed to make systems succeed.

 Circularity as an economic driver

Discussions explored how circular systems contribute to competitiveness, job creation, and long-term economic resilience. The focus shifted from compliance to opportunity—where recycling becomes part of growth strategy, not just regulation.

 Technology and trust

Sessions highlighted the importance of traceability, digitalization, and user experience in building trust in recycling systems. Technology plays a critical role, but only when it supports simple, intuitive participation.
